You receive the following error when trying to uninstall a system level app included in the OS of the device: 

For example, the MyVerizon app is a system level all built into the device. 

The system level app cannot be removed using any uninstall tool or ADB tools either manually or automated. This is by design of AndroidOS and any app built into the OS.

Workaround: Although, system level apps on AndroidOS cannot be removed from the device, AndroidOS does allow those apps to be disabled.
For example, under Settings > Apps, you can see the disable button for the system level app.

Summary of Steps to Disable System Level Apps:

    1. Open the Settings app Settings app
    2. Tap Apps & Notifications
    3. Tap the app you want to disable. If you don't see it, first tap See all apps or App info.
    4. Tap Disable
